President of Ukraine Volodymyr Zelenskyy has issued a decree on the establishment of new military administrations in the Luhansk region. These are the settlements that are temporarily under Russian occupation.

In particular, Zelenskyy established military administrations in Sievierodonetsk, Hirske and Popasna in Luhansk Oblast. The relevant decree of the President was published on the website of the Presidential Office.

"In connection with the establishment of military administrations of the settlements referred to in part one of this article, the powers of the respective civil-military administrations of the settlements are terminated from the date the respective military administration begins to exercise its powers," the decree says.

Zelenskyy instructed the General Staff of the Armed Forces of Ukraine and the Luhansk Regional State Administration to take measures related to the establishment of the military administration.

On May 8, 2022, the Ukrainian military had to retreat to prepared positions, and the city of Popasna came under Russian occupation.

On June 24, 2022, Oleksiy Babchenko, the head of the military administration of the Hirske community, announced the entry of the occupiers into Hirske.

On June 25, 2022, Ukrainian troops withdrew from the city of Sievierodonetsk, which had been destroyed by Russian troops.

Earlier, Mykhailo Podolyak, an adviser to the head of the Presidential Office, called on residents of the temporarily occupied Crimea to start preparing for de-occupation. In particular, he advised to arrange shelters and stock up on sufficient water.
